Question about 2003 Mitsubishi Lancer
If your happy with the seat belt as it is and its operating fine, they can not force you to buy it from them. Just get the snapped plug replaced, even cheaper from a breaker, then ask for the light to be reset using there diagnostic equipment. All dealers, well most, will try for that extra buck.
