reload the OS. (no OS stated by you, windows what?)
on all hp, press the F11 key at power on.
power on , and quickly hammer the F11 key (recovery)
next see the recovery page.
now pick fully restore
if you have data to save ? , that would be first,
then recovery,
this works on all HP from 2006 to now.

what you lack is Admin privileges. (power words)
if you had told the OS you run, there are hacks to make that work in most cases. (not so easy on w10 )
to test this fact
go to control panel
click users, see you? your login, name sure, click that and try to
set admin, privileges, it will now let you. nor let you manage other accounts, that is because your login is using non admin mode.

If you've forgotten your windows password, you can always boot a livecd of Kali linux and use chntpw to blank the Windows password found in the SAM file for your account. This will fully clear the password, allowing you to log in without one.
