have the same model and same problem. Sometimes it connecst and sometimes not. I think they stopped making them as I can't find it on the net anywhere. Better invest in another brand

Press the learn button on the part that plugs in. Then press the "on" button for the remote and it should learn the code.

Most digital timer problems can be solved by resetting timer.

Check the following:
Program disable feature is not enabled.
Check 2 different sets of batteries: 1 set AA for transmitter, and 1 set button-cell batteries on back of timer
Choose between 4 different functions: programmable, photocell, countdown, or random
Using programmable mode: make sure there are no programming conflicts

UPM used to post manuals with their product, but they evidently stopped last month, thinking that offering less would promote their product better.

I have 2 manuals for UPM remote timers:

The manuals are 6 pages long and 5 pages long, making it impractical to write out all the steps without input from you.

This line of timers has mostly disappeared from market... I do not know who is offering tech support for the product.
If you purchased the timer recently, it may be previously used or non-functioning.
The manual is complicated and incomplete ... probably because they have built-in or intuitive steps that display when you program the timer... or they assume you want to fiddle around with their product.
It appears the timer must be wired correctly prior to programming.

- you set the current time first... you toggle through menu choices using arrow keys... go to clock...press set.. toggle to find current day (today) and then press set button... then do the same for hour and minute... pressing set button to confirm each selection.
- to program... you toggle through menu choices using arrow keys... when 1 ON appears on display... press set... select day or days for program 1 on using arrow keys... press set... select hour and minute... and press set after each to confirm selection.
These steps confirm setting for program 1 ON ...the day hour and minute that program 1 turns ON
Each ON program requires OFF program..
Probably the timer automatically displays program 1 OFF as soon as program 1 ON is set... then you follow same steps to select day, hour and minute for program 1 off.
Repeat steps to set up to 20 programs.
Do not touch buttons for period of time, and the timer probably displays current time and is ready to go, but manual is unclear about setting the mode..

Connect the timer white wire to bare ground wire.

Connecting white to ground is not 100% code, but it is not dangerous in this instance since the clock motor is less than 3 watts.
Or install battery-operated Intermatic ST01C timer that does not require Neutral wire:
