Check fuel valve is open (completely).

If not the valve then check fuel flow. Turn fuel off and remove carburetor bowl drain. There will be approximately a 1/4 cup of fuel drain out then stop. When flow stops turn fuel valve to ON and a steady trickle of fuel should flow. If it merely drips fuel, then there's blockage or fuel valve is not opening fully. Try loosening fuel cap and see if flow improves.

I've been a code inspector (and plans reviewer) for over 40 years and have never seen anything like this. As it has an "off" setting, someone may have grabbed whatever he had and used it as a switch.

Things like this scare me. Whatever its connected to, I would find out (by following the wires) and disconnect it. It's things like this that cause home fires.

An interesting unofficial addition - in the absence of further details, it looks as though it is a potentiometer though for what purpose is a mystery. Tracing the origin or destination of a couple of the wires would provide a clue.

A potentiometer can be used for a variety of low current purposes from providing a variable voltage; a volume control for an amplifier or loudspeaker is the most common application...

Hi!

You need to adjust your valve lash clearances to:
Intake: 0.015" (0.381mm)
Exhaust: 0.015-0.020" (0.4-0.5mm) (Try smallest setting first. If still not running right, change clearance to 0.020".)

Use a capacitor tester with the proper range of farads. Some electric multymeters include a capacitance, or capacitor test for farads value.
This test tests not for capacitor value but for operation. Connect an ohm meter and the reading should jump before gradually settling to zero ohms. Reverse the leads and again jumps before settling down. Preferably with analog meter. Digital meter still works.
I've also tested capacitors by connecting it across AC voltage and reading the amperes. Then find the resistance of the capacitor with use of math formula R/EI, then use the Xc formula I don't recall now, something like C = 1/ (2pi f Xc).
For DC capacitors does not apply but to use a meter.
