HI i had the same problem with my Galaxy S2. I have bad news for you its IC is gone, I gave it to samsung warranty they fix it for me.

the best way to do this is to get a unlocking subsidy pin.
on the back of the device there should be a network operator who the phone/tab is branded to. you will need to contact them direct and put in a request.
this code usually cost about 20.00 but once you have the code it will unlock your device forever and its the safest way to unlock it rather then go to the market where they may damage the software that is installed on the device.

You can unlock a device remotely if you have it registered to a Samsung account. On another device, go to findmymobile.samsung.com and log into your account. (I was able to reset my Samsung account password using the link before proceeding.) On the next screen, click Find, then More, then Unlock My Device. I had to reset all passwords, PIN, etc for the tablet, but so far it looks like all my downloads and other personal data is intact. Hope this helps!

That does not sound right. I have had several Samsung tablets and never saw that. If the tablet it new it sounds like it might be defective.

The only option is to reset your unit if you forgot the password of your tab. Follow the step by step tuturial
  1. Turn off the device.
  2. Press and hold the Volume Up key and the Home key, then press and hold the Power key.
  3. When the Samsung Galaxy Tab E logo screen displays, release only the Power key
  4. When the Android logo displays, release all keys ('Installing system update' will show for about 30 - 60 seconds before showing the Android system recovery menu options).
  5. Press the Volume Down key several times key to highlight 'wipe data / factory reset.'
  6. Press Power button to select.
  7. Press the Volume down key until 'Yes -- delete all user data' is highlighted.
  8. Press Power button to select and start the master reset.
  9. When the master reset is complete, 'Reboot system now' is highlighted.
  10. Press the Power key to restart the device.
