I assume it has a built in VGA card. Go to the intel website, click around until you find support, downloads, find your motherboard
model number and it will have all the drivers for the whole board and maybe a BIOS update.

Go to Start> Run type MSCONFIG and disable any programes that you don't need from booting at startup.
If using real player or quicktime, uninstall these
Both are huge system resource thieves.
If you have more than one antivirus or firewall, uninstall one of them (Norton, if running would be my choice to kill).

Try this link, explains a lot quicker than I can
http://ask-leo.com/how_do_i_fix_this_high_cpu_usage_svchost_virus_or_whatever_it_is.html

After that, you are faced with a virus of the resource type.
Download DRWEB (free) boot to safe mode (f8) and run it, let it run once in quick mode then run the C:/ scan path.

You may want to delete all your system restore points after that if a virus is found

Maybe a silly question but have you downloaded the latest video codecs for your processor?
http://www.moviecodec.com/downloads/31d.html
Are you plugging in all necessary power connections on the motherboard? Does the video card have power connector on it and do you have the necessary power cord plugged into it?
Double, triple, quadruple check that your RAM, video card and your CPU are fully seated. If you still can't get things to go from there, you pretty well need access to another machine for which you can test your parts individually as something is most likely a dud.
good luck

Is the boot sequence going through, ie, can you hear the hard disk thrashing when you bootup. If boot sequence seems to be OK then the problem might be the RAM.

If you have more than one RAM module, then just put in one at the first slot and try. If no change, then try the other one.

If only one RAM module, then you may have to try replacing it to see if there is any difference.
Please rate the solution if it helps otherwise post a comment.
