It could be a clog somewhere, a air leak somewhere and/or clogged filters. Cleaning filters does not necessarily mean they are not clogged. They should still be replaced quite frequently.

There are at least 18 different models of Powerforce. There are too many parts and pieces to be able to describe what you need without seeing it. I suggest paying your local vacuum shop to put it back together. It may need a new belt, brushroll and/or filters. Do scrimp on these things if you want it to work properly.

This unit does not have a reset button or fuse that is accessible or repairable. If you are referring to the manuals troubleshooting no power, the blown fuse or tripped breaker that is being referred to in the manual is your house hold breaker box and the fuse or breaker that handles the outlet the unit is using.
If your having power issues you should first inspect that all accessible parts are functioning. Such as hoses being closed, dials resting in the set positions, wand locking. Also if visible the sensors that are keeping tabs on each part. Another issue may be that the cord had been kinked and has shorted out, one possible way to check this issue is: if the unit powers up only when the cord rests in certain positions.

If this was recently purchased the warranty is for one year. A ship repair cab run $35 to $100+ you will have to call around. Or have a handy family member you with it.
Being these machines can be found $50 to $75 a replacement would probably be your best bet.

Your fins on your vaccuum have become damaged/gummed up and the motor is vibrating. You may have sucked up change etc and damaged the blades. Will be cheaper to buy a new one unless still under warranty.

Heat shrink wrap not electrical tape since it can peel away
New cord longer is better in my opinion
Wire cutters
Or Wire extension or splice adapter
If the wire is brown copper use a new copper wire if it is silver aluminum use a new aluminum wire.

Well if your not good at soldering I would go to the hardware store and buy a adapter that will join the two halves together cut the called where any short or cuts/grading is and add the new adapter and the new cord.
