What model? Are you using the genuine HP cartridges or third party, or refills? are you getting the cartridge pushed all the way into the carrier? What do you mean by Accept - physically fit, or recognize in the driver that a cartridge is installed?

Unfortunately, you cannot reset the HP 74-75 ink cartridge ink level monitoring feature once they are empty (either refilled, remanufactured or compatible ink cartridges)...however print operations are still permitted. Watch this 'Low Ink Warning video' for all printer models which use the HP 74-75 ink cartridges:

NOTE: To access the diagnostics menu on the HP Officejet J5700 or J6400 series printers, select * and # keys simultaneously and enter 124 (or 123). From there you can access the Reports Menu, 'print-mech tap test and run the diagnostic code=41 test (see video above for reference) - this will tell you the exact health of your ink cartridges. To run it I think you'll need to access via '124' access code for the HP OJ J64xx printer series.

Use the troubleshooting guide that should be in your printer's manual. There are many things that could go wrong including how software is working in your computer. There should be a troubleshooting guide in the manual, HP makes many different kinds and models of printers there is not one solution for all. Also check at the HP Support website for further information or assistance.
