ipod touch ? if thats the case you have to plug it into your computer using the usb cable.. open itunes and click restore ( it is then up to you if you want to add a password after itunes is finished. ) if itunes dose not detect the ipod or you are having trouble restoring it then make sure you have the most resent itunes installed then hold down the home button and power button at the exact same time and keep holding them. you will hear a ding sound and ipod will turn off, keep holding the home button but leave go of the power button when you hear the ding sound.now keep holding the home button untill you hear another ding sound ( this is the ipod powering back up but screen will be blank ) you can now leave go of the home button ( screen will be blank ) but itunes will see the ipod and say "ipod detected in dfu mode, you must restore " click restore ( if you leave go of the home button before the ding sound you will see the apple logo...if you see the apple logo you have missed the chance to get into dfu mode so do the steps again .. dfu mode is the best way to restore any apple device

To see if your device can update to iOS 7 visit the Apple support site and give in what device you are using.
No problem when yo can't update. The device will work with the current version.
Only devices with a slower processor, or less memory can't update to the latest version, but still hold work correct.
Apple sometimes brings small updates for the older devices, when the can improve the way they work.

If Itunes failed, I would suggest you plug the ipod to your computer and manually delete the music files. If you running Windows OS let me know if you need steps on how to access your phone from Pc.or go to http://chasms.com/ for any system help

Again try to charge it. Make sure you are using a good cable and a good charger. After you plugged the charger in, the screen should come on after a few minutes, to show a red (empty) battery logo.
Then after it is charged (could take a few hors) it is supposed to work normal.

https://www.apple.com/itunes/download/

This is the generic download site for iTunes. Older versions may or may not be available there. Generally, the site will check for which version is best for the computer you are using to access the site. It may offer only a later version but that version should work for your computer.

Here are a few things to try. Some of these steps work for different batches of iPods/iPhone/iPad. It wont hurt your device to try these steps, but doing a factory reset will erase all your music/apps/etc.

1) Retry plugging your iPod into a different USB port on your PC.
2) Hold the home button then while still holding down the home button hold volume up button then while still holding those buttons go head and hold the power off button and hold that until you see the apple sign (you may need to hold it for up to 40 seconds).
3) 1.Plug in your device to a power source. If you see the low-battery screen when you plug in, let your device charge for at least 10 minutes (20 minutes for iPad) before using it.
4) Reset your device while it's plugged in.
5) Follow some of the listed steps above and then let the iPod fully run out of juice. Then restart it.
6) If resetting doesn't fix the issue, restore your device using iTunes.
7) If you still see the issue after you all these steps, contact Apple Support.
