Yes, when the defrost cycle is running the compressor isn't. Defrost timer should run a defrost cycle twice a day. Interval is 12 hours, defrost usually takes 20 to 30 minutes. Some cycle the compressor backwards slowly to warm the evaporator and melt the frost faster. I had a commercial walk in freezer that defrosted every 2 hours and had an evaporator heater element. The timer switches off the compressor and turns on the heater.

If dial is rotating and keeping good time each day, then Trippers might be bad?
Test across terminals 1 and N for 240Volt... if you are not getting 240V, the flip breaker fully off and then fully on. Test for 240V again.
Temporarily disconnect wire on terminal 4, and then temporarily move wire on Terminal 3 to Terminal 1 and see if your defrost heater is working. Heater might be bad.
Disconnect wire on terminal X and see if timer resets.
Buy new timer

Install defrost trippers on dial at times you want defrost to begin.
8145-20 is generally time initiated, and temperature or pressure terminated... but you can set the defrost duration on smaller center dial..and this setting will terminated defrost cycle mechanically if the pressure or temperature sensor fail. Then manually rotate timer dial until current time lines up with time marker in upper left side.

2) Typically the 8145-20 defrost cycle is time-initiated and starts when tripper pin located on outer part of dial passes the time-of-day point.
Defrost cycle terminates or ends when pressure or temperature switch activates. This is also called the cycle limit switch.

3) So your situation sounds like the pressure or temperature switch is not working correctly.

4) The 8145 timer also has 'time termination' setting. This red tripper is located on inner part of dial.
Usually the 'time termination' is used as back-up system if the pressure or temperature switch fails so that defrost cycle will not continue melting everything in freezer.

5) To solve problem until pressure-temperature switch is replaced, you can disconnect wire on terminal X, and then set 'time termination' for correct length of time by experimenting.

If the air flow and temperature are not being compromised leave it alone. If there is a gradual build up of ice on the evaporator you may have a defrost element or defrost limit switch problem. Set the defrost duration duration to 45 minutes and see if that solves the icing problem. 4 defrost cycles a day should be enough to keep the icing problem at bay. 3 defrost cycles at night about 1 hour apart may also remedy the problem. Experiment until you find the right combination of defrost cycles for your freezer. Watch for any thawing of the product in the freezer and adjust accordingly.

There are 2 general types defrost timers.
Time activated - Time terminated
Time activated - Temperature-pressure terminated, with timed termination back-up

Rotate dial until current time lines up with pointer, insert tripper pin on outside edge of dial to select defrost start-time, move defrost duration tripper on inner dial to set termination time.

Each defrost timer is slightly different:
If timer is time-terminated, then wiring follows certain diagram.
If timer is temperature-pressure terminated, then different wiring diagram is used.

If you want to by-pass defrost cycle, remove trippers from dial and timer will not enter defrost state.
Or remove wire that is connected to terminal 3.

You are testing the 8145-20 timer.
The timer dial should rotate continuously. Trippers on dial rotate around. When they reach the trip switch, the timer starts the defrost cycle.
Terminal 3 has power during defrost cycle.
Terminal 4 has no power during defrost cycle.
With 240Volt timer, terminals 1 and 2 and N and X test for live power to ground at all times.

The limit switch is connected to terminal X and to terminal N.
During the defrost cycle, the limit switch measures the pressure or temperature.
When pressure or temperature reaches the set point, the limit switch closes the circuit and this trips the solenoid inside timer. The solenoid turns off the timer relay, and the defrost cycle ends.
At this point the timer turns off the defrost, and sends power to the refrigeration.
Terminal 3 has no power during refrigeration cycle. (The opposite of defrost cycle).
Terminal 4 has power during refrigeration cycle.
Test these terminals for power to ground. One or the other should have power at all times, but not both.

If timer will not enter defrost cycle, make sure the X-3596 trippers are not worn down.
Disconnect the wire to terminal X and see if defrost cycle will start.
Test terminals 3 and 4 again and see if removing wire from X caused a change.
