If you have an iCloud account you can backup your iPhone 4 by going to Settings, iCloud, Storage & Backup, Back Up Now.
Then when the new phone arrives and you get the option to restore from a backup choose Restore from iCloud Backup, choose your backup and wait. You new phone will be just like the old one was. Same apps, wallpaper, photos .etc

I recommend Leawo iTransfer to handle this task. It's an efficient iOS data transfer tool. You can follow the below steps to transfer apps, contacts and photos from iPhone 4 to new iPhone 5.
Step 1. Run Leawo iTransfer and connect both old iPhone and new iPhone to computer with the USB cable.
Step 2. Click the name of your old iPhone, and choose files you need in the left sidebar. All files will be shown up in the right part: apps, music, videos, SMS, contacts, and so on.
Step 3. Select the files you need, and click the transfer button at the right bottom. Or right-click the selected files and choose Transfer to > iPhone.
Step 4. Check Transfer to List and choose new iPhone as a target. Then click Transfer Now to start cloning an iPhone to new iPhone.

When you get a new iPhone and want to restore an iCloud backup from your old iPhone to transfer old photos to the new device, here is what you should do.
If you want to restore iPhone from iCloud backup, for any reason, you have to reset your iPhone and erase all data and settings before restoring, according to Apple official site. The downside of this Apple rule is that some data on your iPhone may be mistakenly replaced by backup data and finally lost. So is there any method that we can use to restore iPhone from iCloud without resetting.
Solution1: Get Old images from iCloud Web Version
Step1: Go to iCloud.com using any web browser
Step2: Log in to your iCloud account using the same Apple ID and password.
Step3: Once logged in, click on "Photos"
Step4. Find the photos you needed by clicking Albums, and then All Photos
Step5. Click on the photo and then click the Download button.
Solution2: Recover Old Photos from iCloud Without Reset Via FoneDog Toolkit- iOS Data Recovery
