SOURCE: Carrier air handler tonnage?

That is a fairly large difference. It is usually ok to have the inside evap. coil and blower up to 1 ton larger than the outside condenser. That will make the unit slightly more efficient as well as less likely to freeze up on low airflow situations. It is not recommended to install a new condenser on an old evap coil. There has been a lot of changes to the design of the coils in the last little while. For example a 10 year old 2 ton coil may only have 3 cubic feet of volume but a new 2 ton coil may have 4 cubit feet of volume.

There are many factors that may have infulenced the decision on what size condenser to install. Many of which can only be done by visiting the home and doing alot of work, checking the duct sizing bioth supply and return, inspecting the insulation and windows of the home etc. etc. Most of the time that never gets done. You can blame the contractor for not doing a complete check, but at the same time you can blame the customer because many contractors that are that good loose the job to a cheaper bid that did not no any of the research. It is a catch 22 for everyone involved.

There is ALOT more to sizing equipment that many people think, sadly that also includes many HVAC contractors. Way too many people use "rule of thumbs" or flat out "guess".

Sorry for the rant but your queston can only be answered by a good well educated HVAC contractor visiting your home. That type of a contractor is getting hard to find these days in such a price competetive world.

SOURCE: carrier heat pump has ice on outside pipe leading

this is sign of low freon. you have a leak and ice is clogging the interior coils so little or no aire can pass thru it. Cut it off and find the leak.

Carrier model fa4anf036 blows cold air periodically and doesn't keep the house warm. Eventually starts blowing warm air then cold again

this model number you gave is for an electric furnace , most often its found in mobile homes , if its undersized for the load of the home a larger unit is needed , if I look at this one right here , it says this one will provide 3.6 tons of heat this size will only heat a small area (about 15x25x7 feet ) and wall insulation will help increase this too , also the wall thermostat will " cycle" the heater on an off due to demand , if its placed in a drafty spot then that will affect proformance as well

Why does my AC keep freezing (Carrier FB4ANF036). I have replaced the blower motor less than a month ago due to the same problem. Just last night we had a lightening storm and shortly after that the AC...

if your system is a heat pump you can switch to heat and see if coil outside gets cold while indoor blows warm air - then switch back to a/c - both coils should not be cold at the same time - low freon pressure / dirty coil / dirty filter / low air flow causes freezing

My carrier air con is only blowing cold air and i need the hot

It sound like the heating sequecer maybe have gone bad on the fan coil unit that you have. You need to call the maintenance personnel that does the work where you live or a service company out to repair the unit because since y0u only rent it is their responsibility to provide youp with heat and if by chance that you have a heat pumo unit then you definately want them to get on the roof to fix the problem. Remember to always change oyur filter inside when ever you get your electric bill because even though it's theeir unit it's your electric!

If your turning on heat and the unit is knocking and blowing cold air, your compressor is having problems in heat mode, could be reversing valve. A tech is needed in your situation. Getting the prob fixed right away will save you dollars..
