Yes, when you raise the motor, gas will leak from the carb bowls.

I have 4sroke 4 hp Mercury outboard and gas is leaking from vent tubes on top of carb. Why is this happening and best way to repair

A stuck float valve in the base of the carb, or a particle of dirt in the float needle jet. Are you using ethanol based fuel and do you have ethanol rated fuel lines? Take the carbs off and clean them.

Mercury 1989 60 HP Outboard Motor manual to find gas to oil ratio

50:1 But if your doing mostly low rpm cruising (trolling) then you could reduce that a bit to 75:1 to help reduce smoke. If you do mostly mid to higher rpm cruising, then 50:1 (1 pint to 6 gallons. )
Or 200mls in 20 liters if your Canadian.

Have 115 Hp mercury outboard motor missing at full throttle and on idle. At mid throttle it is running fine. Any Idea what the problem could be. Thanks, Milton

Have your spark plugs changed AND carbs cleaned and adjusted.
Usually that can also be caused by a seized advance system ( plate under the flywheel, commanded to turn with the throttle linkage... )
