Testimonial: "Hi, rpm and hz correct, AVR replaced and continued with over voltage, Diode stack working properly, 300 ohms rheostat burned and replaced with new one and also burned. During troubleshooting damaged Diode stack and ordered a new one and waiting for it. Thanks for your help."

SOURCE: portable generator low voltage
85 volts represents residual voltage. It is possible that your unit sat for an extended period and lost it's magnetism or the excitation system failed under load. check your manual for a procedure to "flash the field". If that is not successful, e-mail me and I'll tell you how to trouble shoot the failure.

More than likely your voltage regulator is out. The generator produces electricity, so you know the rotor and stator are OK. The 50 volts comes from the magnets permanent properties. The reason you are not getting 120 is because rotor or electron magnet is not getting any power supplied to it, which it needs to produce the amount of electrons you need to have 120vac. Make sure your engine is running at 60 hz first, and you should ohm out the windings and circuits that connect to your regulator.

SOURCE: low voltage generator output
Nothing about the bumpy dirt road would have done this but the 10 years of storage might mean that you've got dirty slip rings. Plugging a drill into the 10Kw generator isn't going to tell one much about the power coming out of it, you need a stove :-)
After a camshaft replacement I'd want to use the "Hz" function of the DVM to make sure I was getting 60 Hz.

As far as I can tell on the wiring diagram for this generator there is no voltage regulator unless it's incorporated with the auto throttle unit.
To lower the voltage you need to lower the speed of the generator engine. To do this there should be a screw on top of the engine under the tank when your facing the recoil. This screw presses on a arm that controls your governor. Turning it in (righty tighty) will increase rpms, turning it out will lower them. You should see the voltage change on the voltmeter.

Is this run on a xfer switch, have items just plugged into the generator or just run into an outlet. If on a xfer switch if not it could back fed electricity to the generator and fried it.

The EU3000 series generators are inverter generators. The generator features an alternator, which produced high-voltage, multi-phase AC power. This power is converted to DC power and then converted back to AC. This process is controlled by a microprocessor and is necessary to provide stable, consistent power capable of running equipment sensitive to power surges. This type of generator provides higher fuel efficiency and lower operational noise ratings in a lighter model than home and work generators produced by Honda.
The Honda EU3000i Handi is a 3,000-watt inverter generator that features wheels, folding handle and a recessed convenience light. The engine is a Honda GX160, which features a 163-cc displacement. The AC output is 120 volts, with an average rating of 2,600 watts and a maximum production of 3,000 watts. There are three receptacles to include a 20A, 125-volt duplex and a 30A, 125-volt locking plug. The DC output is 12 volts and 100 watts. The EU3000i can hold 1.56 gallons of unleaded fuel, which will provide consumers with 3.6 hours of run time at 25 percent load for 7.7 hours.
