There is a thin pipe running back and forth. At one time, the pipe was filled with Freon gas. Your pipe is either short or not reaching the bottom of the refrigerator

The ice buildup is the problem. Cold air must pass from the freezer to cool the refrigerator.
Link is to youtube videos about that problem.

The refrigerator is not getting cold. The freezer

don't know - some have a small opening you can adjust to balance the air between the top and bottom compartments - usually inside bottom, at back, just under freezer.

The freezer is working OK but the bottom is not getting cold enough? Is these something bloacking the cold freezer air from going to the bottom.

If there is anything blocking the cold freezer air going down to the bottom refrigerator is the setting on your freezer control. Try to set the control on the freezer to warmer position. and you may get more cold air going down to the bottom refrigerator. Try that and hope it 'll work for you. If you want to know why, send me a comment and I'll explain to you. Have a nice day, God Bless.

My bottom refrigerator is not cold. The freezer is okay.

Check to make sure the fan in the freezer compartment is working and not blocked. This delivers the cold air to the refrigerator. The fan should run every time the freezer calls for cold.
