Stores like Maine Oxy-Acetylene Supply or Grainger Industrial Supply will carry them. Look in the classifieds of publications like Uncle Henry's. There you might find a TIG welder that someone is selling—and it may be at a good price. Be sure to ask the owner questions and take a look at the TIG welder before buying it. Explore eBay. Yes, even eBay has TIG welders. You'll need to ask the buyer questions about the welder's history and more. Perhaps, if the seller is near enough, you might be able to pick up the TIG welder yourself and save on shipping. Visit online retailers. Retailers like Welders Direct or Welding Mart carry TIG welders and would be able to answer any questions you might have (see Resources below). Consider the manufacturer of the TIG welders themselves. Lincoln, Miller, Hobart and others have their own websites. Call the companies directly and ask a lot of questions.
