You could but a USB CD/DVD drive; they're surprisingly cheap. Or you can try resetting the tablet. I realize your symptoms are different than those discussed below:

The RCA DCM425 is a cable modem. You need an Ethernet router to connect two devices to the wide area network provided by the modem. A router assigns I.P. (internet protocol) addresses. Your Dynex Ethernet hub is a switch which will enable you to share files between computers. It doesn't support directing traffic to and from the internet.

I wish that I had better news for you. You can get a router from many sources.
