It works like a rocker one tooth goes to what is called the star wheel, moves one space and the second tooth catches it. Usually spary that are with WD40. If it works you need to lightly spru with spay oil or silicone. could be broken teeth also on gears and what is called escapment rack, good luck.

can it be moved by using the carriage release levers on each side of the carriage

if the lever is loose you should be able to lift it up and down if so look for the pivot screw see if has LOOSEND UP
