Condolences to you.

It is difficult to suggest an answer to your request, as it is unsure who the card issuer could be. Perhaps a bank, or a government organization - but unknown.

I suggest asking a trusted friend or relative to help you get a new card in this time of difficulty.

If the water dispenser includes a chiller - a refrigeration unit with a compressor, (or an evaporative type) it is best practice to allow them to stand after being laid down though 24 hours is excessive. Some opinions say 4 hours, others 6 hours and a few say 8 hours.

The compressor has lubricating oil inside and the standing time is to allow the oil to drip back into the compressor. Some people have been lucky and switched on straight away - some have been unlucky.

As with all refrigeration units, it should be set as level and as stable as you can make it on a firm floor....

Firstly, you You need the physical equipment . This requires a working computer, monitor, keyboard and mouse. In addition, you will need a device called a modem to connect the computer to the internet.

There are various ways to connect, the two most common are by way of the phone lines (called DSL) and cable (as in cable television.) You will need to research what's avaliable in your area.

A good place to start is with your current phone supplier. Usually they can sell you the proper modem, set it up (this can be complicated,) and come to your house and install it. This is your best option if your uncertain as to how to proceed.

Word of caution. Once you are connected to the internet, the internet, the whole world, is connected to you. And there are some really bad people out there. You will need some security software to protect you and your information. I recommed Kaspersky Internet Security as the best. You can buy it off Amazon.

Click in the search box on the start menu and look for your download directory. Click on that directory then click on recent files (or sort by date). It should be shown on top.
