http://waterheatertimer.org/UPM-timers-and-manuals.html

This line of timers has mostly disappeared from market... I do not know who is offering tech support for the product.
If you purchased the timer recently, it may be previously used or non-functioning.
The manual is complicated and incomplete ... probably because they have built-in or intuitive steps that display when you program the timer... or they assume you want to fiddle around with their product.
It appears the timer must be wired correctly prior to programming.
http://waterheatertimer.org/How-to-wire-timers.html

- you set the current time first... you toggle through menu choices using arrow keys... go to clock...press set.. toggle to find current day (today) and then press set button... then do the same for hour and minute... pressing set button to confirm each selection.
- to program... you toggle through menu choices using arrow keys... when 1 ON appears on display... press set... select day or days for program 1 on using arrow keys... press set... select hour and minute... and press set after each to confirm selection.
These steps confirm setting for program 1 ON ...the day hour and minute that program 1 turns ON
Each ON program requires OFF program..
Probably the timer automatically displays program 1 OFF as soon as program 1 ON is set... then you follow same steps to select day, hour and minute for program 1 off.
Repeat steps to set up to 20 programs.
Do not touch buttons for period of time, and the timer probably displays current time and is ready to go, but manual is unclear about setting the mode..

I have set these timers, and while they are tedious to work with, they do function as promised. I downloaded the manual: http://waterheatertimer.org/pdf/SE11P-Manual.pdf

If you have the clock and days set properly, try programming again using the information on pages 6-8. Follow the instructions for each line and button push.

Copy following link to identify timer and download manual:
http://waterheatertimer.org/UPM-timers-and-manuals.html#ETW
ETW can be used to replace 3-way switch.
3-way switching has 2 switches. Timer can replace one switch or the other switch, but not both.
The remaining 3-way switch must be rewired as shown in manual. What the remaining 3-way switch does is reverse timer programming, so programmed ON times become OFF times, and OFF times become ON times.

Is this a question?

Pull thermostat from wall, change batteries located on back of device.
Model number will probably appear on back.
Goole-search model number .pdf
Add .pdf to search parameter to help locate instruction manual.
Or add re-post question on fixya and include model number for possible assistance locating product manual.

1) Copy following link to identify timer and download possible manual:
http://waterheatertimer.org/UPM-timers-and-manuals.html

2) Unsure which timer you have.
Digital wall timers usually have back-up that holds memory for certain length of time before current time disappears.
Usually the programs remain indefinitely until timer is manually reset.

3) Why do you want to turn timer off?
Usually in-wall timers consume 3 watts of power per year.
Contrast big screen TV consumes 3 watts per hour standby loss when TV is turned OFF.

If this is new installation, the wiring is incorrect.
If this is old installation, try resetting timer.

Connect the timer white wire to bare ground wire.
Open following link to read instructions:
http://waterheatertimer.org/programmable.html#wire

Connecting white to ground is not 100% code, but it is not dangerous in this instance since the clock motor is less than 3 watts.
Or install battery-operated Intermatic ST01C timer that does not require Neutral wire:
