Sounds like the locking / latch mechanism is either locked or broken, try to remove the glove box after removing all the screws that secure the hinges on the glove box.

Check your book that came with the car. If you don't have it go to a GM dealer and ask him. he should be able tell you. That's what I do.

Michael, look under your glove box. You will see a black cover held on by the same kind of fasteners that hold the inner door panels on.(Auto Part Stores sell a special tool to remove these) I've use a pair of side cutters too just be careful not to cut them. Drop that panel and with a flashlight look up to the left of the Blower Motor on the Firewall and you will see the resistor.
It is held up there by two tabs, one in the front and one in the back. I recommend releasing them before you unplug the electrical connection to prevent breaking the plastic tabs. Once released you can unplug it, plug in your new one and snap it back into place. The best price I found was Rock Auto for $19.99 plus shipping.

Evaporative Emission Canister Purge Solenoid Valve Replacement
Removal Procedure
Remove the air cleaner assembly from the studs and reposition to the side.
Disconnect the evaporative emission (EVAP) canister purge valve electrical connector (1).
Disconnect the EVAP canister purge valve tube from the intake manifold. Refer to Plastic Collar Quick Connect Fitting Service.
Disconnect the chassis EVAP vapor line from the EVAP canister purge valve. Refer to Plastic Collar Quick Connect Fitting Service.
Remove the EVAP canister purge valve bracket bolt.
Remove the EVAP canister purge valve with bracket.
Remove the EVAP canister purge valve from the bracket.
Inspect for carbon release in the EVAP canister purge valve ports. If there is any loose carbon, replace the EVAP canister and any components necessary to remove the carbon particles.
Installation Procedure
Install the EVAP canister purge valve to the bracket.
Position the EVAP canister purge valve with bracket to the cylinder head.
Caution: Refer to Fastener Caution.
Install the EVAP canister purge valve bracket bolt.
Tighten:
Tighten the bolt to 18 [n-m] (13 lb ft).
Connect the EVAP canister purge valve tube to the intake manifold. Refer to Plastic Collar Quick Connect Fitting Service.
Connect the chassis EVAP vapor line to the EVAP canister purge valve. Refer to Plastic Collar Quick Connect Fitting Service.
Connect the EVAP canister purge valve electrical connector (1).
Position the air cleaner assembly and install onto the studs.

What fuse blew ? What did you hook up to for battery power for the fog lamps ? What aftermarket fog lamps ? Hope you know you can't just hook up aftermarket stuff just any old where . Your best bet , take it to a qualified repair shop. Let them see what you did wrong .

Could be ,could also be the L/GATE RELSE relay #18 located in the under hood fuse / relay box . Does your vehicle have a sunroof .? Fuse # 10 20 amp LIFT/GATE / S ROOF
Could be a BCM - body control module problem , or lock actuator it self . If the fuse an relay are good , doing some electrical testing would need to be done . Plus hooking a scan tool an checking for DTC'S - diagnostic trouble code's in the BCM .
