That 6km/L is about 17mpg in Canadian imperial gallons. You'll only achieve the 'optimal' 26 mpg (~9.1km/L) figure IF:
1) your car is well tuned/maintained, and
2) you're mostly cruising at around 80 kmph on a level highway with no headwind, and
3) you drive VERY 'conservatively' when in city traffic

As far as tuning/maintenance you'll want to ensure that your air filter isn't dirty and your plugs, emission & ignition systems (including sensors) are all functioning properly. You should also use the 'regular' grade of gas as recommended by the manufacturer. Using a higher grade ('hi-octane') or ethanol blended fuel will reduce both performance and mileage. Adding a premium aftermarket lubricant (like DuraLube, Slick 50, or a similar product) to the oil at each oil change will also help increase your mileage, reduce engine wear, and make for easier cold-weather starts.

When driving exclusively in stop-and-go city traffic you can expect to achieve a MUCH lower than that optimal 'dealer' figure.. perhaps in the vicinity of 20 mpg. Fuel consumption also depends to a large extent on how fast you accelerate. Keeping a 'light foot' on the gas pedal while avoiding too many unnecessary stops or rapid energy-robbing decelerations will also get you a lot farther for your dollar.

If the gears are not changing, the computer may stop the engine from overreving. If the gears are changing, then the gearbox is not the cause.

Jack it up and try moving the wheel in and out at the top and bottom, and again left to right. If there's movement, you should be able to isolate it to a ball joint, A-arm bushing, or a wheel bearing (though the entire front suspension should have been checked while changing out the rack).

Try this it worked for me. Use two people, one pull the lever inside vehicle and the other lifts up on hood at same time. It might take a couple try and if this works spray latch with wd40. You also could have a broken cable

This one is kind of hard to answer. But I'll do my best with some suggestion.
First, let's find out if the ECU is OK. Put the key in the ignition and turn it without cranking the car, check the display, if you see the check engine lit up, then the ECU is fine. If it doesn't lit up, then your problem is the ECU.
Also, check the spark plug cables, check the distributor cap.
Check the relays, I'm not sure if any of the relays is related to the engine.
Also, make sure the alarm is working fine. If it's faulty, maybe it won't let any current goo thru.

THE BLOCK HEATER IS USUALLY ATTACHED TO THE OIL PAN SO IT CAN KEEP THE OIL WARM THATS WHAT IT DOES AND IT IS MAGNETIC IN MOST CASES BUT IT COULD BE BOLTED IN I JUST TRIED TO READ YOUR OWNERS MANUAL AND IT'S NOT LISTED SO LOOK FOR A SQUARE OBJECT BOLTED TO THE OIL PAN A DONE WITH A MAGNET AND ONCE YOU GET IT OUT YOU CAN POSSIBLY FIX IT GOOD LUCK STEPHEN

if you have the wheel on full lock then the bypass valves in the pump or steering box are activated to prevent steering and pump damage They will make a noise at this point
go to full lock then when the noise starts back off a bit and if it stops then that is the valves
if not take it to an accredited power steering shop for a diagnosis.
