The start button has an accessory position, that is active when you depress it in a downward manner. You will see a small lamp indicate the "ON" condition. To turn it off, just press it upward, the lamp will go off.

No it wouldn't be a fuse because it's partially still working,LEDs are wired in series so it could be one LED is burnt out or the current limiting resistor has opened for that section.Repairing it would be fairly simple but will require a multimeter preferably with a diode tester and a soldering iron.If you're not familiar with using a multimeter and testing electronic circuits I would say let a professional repair it or replace the whole unit.Comment back and I will give you the test procedures if you fell confident in making the repair.

most of the time it occurs after replacing a battery but if this occurred out of the blue then something like the transponder has failed
you'll need a professional scan tool and about an hour to diagnose the concern
then when fixed, you'll need another 30 minutes to reprogram the computers and keys
