Check the resisitor in between the blower and the wiring under your dash.it is a small gadget. Not an electronic resistor as you would see in TV or other electronics.

Front blower/rear defog 15A fuse keeps blowing

There is a short to ground on that circuit (a power wire is touching a ground somewhere). Since it happens when you turn the heater on, it's most likely between the front blower and the fuse. Unfortunately there is no easy fix that won't burn your car down, you'll need a wiring diagram and a short finder or multi meter.

Depending on the make model and year, it could be a faulty control switch on the dash.

Ive by passed the heater blower with a direct feed from the battry and its blowing cold air even when the cars running hot

Try removing the glove box and check the heater control cable it may be out of adjustment. Also if there is a heater valve under the hood check it it may be faulty. there are two lines that come out of the fire wall in the engine compartment that connect to the heater hose follow them if there is no valve connected to them then dont worry about trying to locate a valve go back and check the heater control cable.

Why does my heater keep running after I shut my Envoy off?

I have the same problem. I have also been searching the web for a solution. I came across someone saying that it was the heater module located behind the glove department. I can't find now where i read this but it said the part was approx. $150.00. He was having same problem as us, heater wouldn't obey touch commands to turn on/off or when heater did blow it would only blow real low or real high. Like you, after turning off engine blower motor was still running even though it wasn't blowing air out.
I'm tired of paying for things that are not due to normal "wear and tear" on my 2003 Envoy. Let me know if this helps you and how you repaired it. I'll probably have to take mine to the shop but because I'm a "girl" I swear they think I'm crazy with all my Envoy complaints.
