To be sure you will need to replace both the gauge in the dash and the other gauge part - the sending unit. The sending unit is in the gas tank. I would replace the dash gauge and see if that fixes it. Seems like a waste but it is way cheaper than the alternative. Once you have the dash gauge replaced it will either work or not. This will allow you to investigate replacing the tank sending unit to be sure.
This I think you will find is the least expensive way to go about fixing the problem.
