Question about 2003 Hyundai Tiburon
All lights work correctly when I activate the turn signal or turn on my hazards. The flasher unit however continuously clicks as if they signals are on, but they are not.
Sounds to me the switch is bad, as if its stuck in the turn signal position, could be the relay or blinker faulty. Replace the blinker/relay and if thats all good, its your turn signal switch.

Check the Fuse box loacted inside the hood. Look for the guidance on the top of the fuse box for locating trun signal fuses.
Check whether they are good. If not replace with correct rating fuse. If the problem is not solved still, wiring harness has to be checked as the bulbs & flashers are replaced already.
