There are no "C" DTCs. If you mean P0700 It indicates there is a transmission control system problem. Probable causes:
1. Faulty sensor or solenoid
2. Control unit software in need of updating
3. Faulty PCM or ECM
4. Transmission system malfunction

How can i release a torque lock on a 2007 Impala?

What is a torque lock? Do you mean a Locked Torque converter in the transmission?
Reading the stored computer trouble codes will tell you if the overdrive is failing. Go to AutoZOne or some such place and have the diagnostic scan to see what codes are set.
You CAN unplug the lock-up torque converter solenoid. I have on a Buick but cannot guarantee this will create more problems BUT it worked for me...

My malfunction indicator light of my Toyota camry 2000 is blinking and the car cannot accelerate well. my mechanic seems not to understand the problem. what ca I do?

When you said "...indicator light blinking," I assume you mean "check engine" light is on. Procure a check engine code reader and download the trouble code. When you isolate which component the trouble code is talking about, ascertain its not a faulty sensor. Read the code reader instruction and look up "clear trouble code" to turn off the "check engine" light. Replace the sensor first and see if it stops sending the trouble code. If the sensor is still sending a trouble code (check engine lights up again), then replace the component which the sensor is monitoring.

Engine light came on. What does this mean . i don't have a manual to check

If you go to just about any auto parts store like Autozone or O'Reilly's they have an OBD2 scanner that can read out the code for you and they will do that for free. If you require more assistance once they read out the trouble codes, shoot another message on here and I can assist further.

Service engine soon light is on, what does this mean

The easiest solution is to take the vehicle to an auto parts chain store where they will hook up a scanner and read the trouble codes. They will then look up the code and tell you what part is causing the light to be on. They do this for free in hopes to sell you the part required to solve the problem.

the only way to read the codes is with a scanner, or a code reader you can buy one at most any auto parts store even wall-mart has them or if you take the car to auto-zone they will read them for you for free.

Check engine light

The trouble code P1128 is for a faulty mass air flow sensor or MAP. This is a common problem with 1999-2000 Accents. There is air leakage within the unit and/or the hot wire in the unit is badly contaminated. A bad MAP will cause the vehicle to bog and loose power.
