Question about 2001 Ford Focus
The resistor is under the dash,1 screw to remove it.disconnect the wire block and release the screw.very easy job to do 20 mins should do the job.my focus is a european model,usa model might have 8mm bolt instead of screw.the resistor is white and the replacement will prob be blue.cost me $15 new for part.good luck hope this helps

There is a resistor somewhere close to the hvac motor that regulates all the lower speeds. I suspect that this is your problem.
