Question about 2003 Dodge Neon
A scanner can communicate with the PCM - engine computer ? Finding a PCM pin out chart an testing power an ground circuit's would be a good step. If you don't know how to test automotive computer circuit's , your best bet mite be to take it to a qualified repair shop.

Under system click on engine then under subsystem click on fuel controls .Click the search button then the blue link's one at a time . With a voltmeter test the electrical circuit's . Also hook up a scan tool an view sensor data input's to the PCM / ECM .
And also the onboard diagnostic system does not recognize any problems(won't give me a code)... Maybe there isn't any problem for it to recognize .Set a code. Electrical problem , voltage drop test electrical system !

Bad connection. Could be ground or hot side. Check all battery cable connections and ground connections. Also check the charge wire from the alternator to the fuse box.

P0456 = EVAP Emissions Control System Leak Very Small
Is the gas cap on tight or is the seal damaged? If it needs replacement, get it from the dealer.

11= Timing belt skipped 1 tooth or more from initial learned value, Intermittent loss of either camshaft or crankshaft position sensor, No crank reference signal detected during engine cranking for dodge odb readout. Hope this helps.

I had the same issue and it turned out to be grounding issues. by that I mean ALL of my grounds were rusted/loose/ too small wire/ ect.
To curb this issue i had to locate multiple grounding wires on the engine and that little wire running from the ground terminal to the front cross member was heating up because so much current draw through it- after locating grounding wires, Sanding the connections and using petroleum jelly AND replacing the ground terminal and Positive terminal the issue cleared up.
The only reason i knew it was ground issues on my car was finding that one chassis ground wire heating up from just running my car.

Well i have s similar sound but im not sure if its the same. For me i just found out that its a bracket i never put back on. The motor mounts if you get them at an autozone which gives you a life time warrenty runs about 30 bucks and theres only 3 upper passenger and lower passenger and one on the drive side which is connected to the transmission. there is some what of a 4th one but that one never really goes bad and its the worst one of them all. Its located in between the 2 on the passenger side you have to move the engine outa the way to get to it and take it out. Im not sure if autozone or any place sells that one but like i said its probably still ok. i have 170000 mile on my neon and the mounts still good and trust me my cars been through alot and i mean alot its flied over cannels anyway yea so thats what i know about the mounts im not sure why the noise though. I say check the motor mounts if any are ripped change the ripped ones all at once trust me. Oh and i didnt the change on the motor mounts myself so it was free there not hard to change the first 3 i mean maybe the transmission one too all you need is a jack underneath it to keep it leveled right.
