The first thing to do is, isolate the problem. Crack the
the pressure line loose at the back of the power steering pump. If you can get at it, if not, jack it up put a stand under it and try to loosen it from the bottom.Or you can loosen the pressure line into the
rack.(or steering box as I don't know the year of the car) Snug up the line, and put on safty goggles.
Have somone get behind the wheel. Make sure the
ps fluid is full. Start the car and slowly loosen the line
a bit so the fluid shoots out have your helper turn
slightly to the right and back to center, then slightly
left and back to center. Each time the wheel is turned
the pressure should increase, if that happens, the
problem is in the rack.(or box) But if you have weak
pressure from the pump, the pump is bad.

My power steering is out what can be the problem

Usually the power steering pump is the most likely culprit. Check you power steering fluid level. If it is good and there is no power steering, then the pump is probably not pressurizing the system. It is doubtful that the fluid has leaked out entirely as most power steering pumps are lubricated by the fluid and total loss of fluid would result in a terrible shrieking sound and almost certain pump destruction. Other causes could be a bad or leaking rack. Look for leaks at the rack boots.

in a plug on the side of the gearbox under the car (16mm),running in "D" with the engine running at 1000 rpm with the box warm but not hot,pump it in until it runs out of the plug, a pit,hoist or solid ramps will be needed for this as well as 2 people

check fluid level, if steer fluid is not low and is not leaking out than it is the power steering pump. there wont be electrical issues because this is a mechanically driven system.

Have a 96 el futura and on cold mornings the blinkers won't work but fine when car warms up, help?

sounds like flasher unit, when they are working fine listen for the clicking sound, feel for the relay clicking and replace it.

Well definitely don't run the car, and hopefully it is just a leak or something hit tank or valve/pipe when you drove over something (like a rock or other debris). Definitely be careful, if it has leaked "catastrophically" then putting in more fluid isn't the answer, it needs to be looked at and hope you do not need to replace the tranny. Bring it to a mechanic, you'll pay through the nose at the dealership.
