Question about 1994 Cadillac DeVille

I bypassed the security system the car still want start I placed a hot wire directly on starter and the car turned over but there was no fuel going up what is the problem now

Try hooking the security system up again so that it's functional, then take out the fuse that's located on the fuse box in the trunk that's associated with the security system. It should be labeled "theft" and it's a 10amp fuse. The system will still function as normal only the horn will not sound if the security system is tripped and it will not shut down the fuel pump.

I don't know what kind of problem your having or what testing you have done? Your security system can effect your starter motor and other components as well. If the security system has a problem, cranking the starter motor will not let it start, because most systems also disable the fuel injectors as well.
We can always jump something or bypass just to see if starter motor will crank the engine, but, if security issue, it won't help. Just my opinion. There are safety issues with jumping or bypassing something. Safety is your responsibility.

The security light illuminates when that signal gets broken, or not seen at all. When the communication breaks, the car misinterprets this as an attempt at theft and goes into antitheft mode. (like it thinks it's being hot wired) The car shuts down because it is not getting that signal from YOUR specific key. This is why the security light turns on and shuts down your vehicle. It will either turn off the starter, or the fuel injectors. The vehicle may run for 2-3 seconds before shutting down. This link explains it pretty well.

You can physically Hot wire it, but the theft system will stop you from driving it. You can read/learn about a bypass system here.

Bypassing ignition

You take the hot wire to the ignition switch and twist it together with the run wire out of the switch-then ignition is on, just as if the key were turned to on. Then take the start wire that goes out of the switch and touch it to the hot wire to make the starter work. Soon as engine is started, remove the start wire from hot wire and tuck it out of the way. When you want it off, untwist the hot wire and the run wire.
If you cannot hot wire it like this, check if there is a security system that has immobilized the car. I don't know if a '92 had a security system.

When i turn the key it doesnt start

The security system also disables the fuel system along with the starter.
You'll need to get the security system fixed or dismantle it.

Car won't start. Just had oil change, new starter, gas tank full, new battery. It shut off while I was driving. Information display shows there is no fuel and the battery power is zero, but I am still able...

Use a test lite and follow voltage from battery B+. The positive and negative battery connections have to be good on both ends. Check for voltage at fuses in fuse box, some fuses are hot all the time, some go hot with key on. Check for fusible links, I forgot to look in diagram?
I also looked at wiring for your starter motor, it shows a security system. The security system will disable starter motor. I can't be certain your security system is the problem? Does your key have a pellet in it? Any applicable trouble codes? Unless you can do some testing, I'm not sure which route to take? Is it an electrical issue or is your security system involved?
YouTube has a bunch of videos about bypassing the vats/pass key system. If that is the problem. My info on your model year, isn't that great.

No start cranks but does not fire has spark. has fuel if bypassed by relay fuses good new fuel pump a year ago has fuel replaced battery froze, has prostart remote start, been in 8 years no issues 2000...

check to see if the security light or anti theft light flashes. if that is the case, sounds like the bypass for the remote starter may be causeing the no start by tripping the anti theft system. Remove remote starter and bypass system and join any cut wires back together that may be cut for remote starter. Try starting, if theft light still flashes leave key in the on position after attempted start for 15 minutes till theft light goes solid, turn off and try again. Repeat process for three times to re-learn factory theft system in vehicle. If problem still persists, then take to your local dealer to reprogram factory theft module in the cluster.

'92 Park Avenue won't start or run.

When the Theft Deterrent Module (TDM), that is the core of the VATS system, cease to function, the security light could also stay off because it's the TDM itself that manage it. In my case that's what happened, the faulty TDM was recognizing the key, turning off the security light, activating the starter relay, but was not sending the fuel enable signal to the PCM.
