It could be a bad starter.
And a dead short within the starter would cause the fuses to blow as you mentioned.
I would pull the starter off, and take it into a local parts store to be tested.
If it does pass, you have taken that part of the problem out of the equation, and can begin looking for other causes.

Its asking you to check the fuses, one of them must be blown and is also causing the battery to drain its charge. So first check the fuses in the dashboard, check the wiring for any shorting of the circuit and then get the battery recharged once.................sodeep

SOURCE: need to change fuse power window fuse for 2003
it is in the fuse panel on the side of the dash as you open the drivers door,between the door panel and the very left side of the dash that is facing out when the door is opened,hope this helps.
