Question about 1998 Toyota Avalon
I checked with the wiring diagram for this automatic air conditioning system for this particular year. It does not use the 10 amp AC fuse in the right kick panel . There are three fuses that are required, the large box type 50 amp HTR fuse, a 10 amp heater fuse located on the driver side instrument panel fuse box and a 5 amp ECU - B fuse located in the fuse box under the hood. Check these three fuses to see if you have 12 V to them.

Yes, there's a fuse box inside the hood for ac but there's one more in another fuse box inside the car for the ac control. Check the one inside first.

I am going to guess that the peanut bulb in the knob is burned out.
I had a similar problem with my 2003 4Runner and changed the bulb and it worked fine.
The dealer told me it would take about 8 hours to change the 3 dollar bulb. I looked in my manual and it took me between 5 and 10 minutes tops.
I don't remember what the bulb number is. I do know that I had to get it from a Toyota dealer and not a regular auto parts store.

the sensor is located in front of radiator if you open hood and look down behind front bumper you should see it, or look from under the frt bumper, it easy to change, also get part from dealer it not $$,hope this helps.
