Hello Edelways.
The horn fuse and the horn relay are in the left front under hood fuse/relay box.
This is a location diagram and the inside of the box. Sorry about the size of the diagrams. They don't allow us much space here. The fuse and relay should be marked in the fuse box lid.

Horn button and cruise control do not work on my 1998 Toyota Sienna. Air bag light is on. How do I fix this?

This is caused by a part called the clock-spring rotating contact ribbon, it is a coiled up circuit ribbon that connects the steering wheel button and airbag to the steering column electrics. it is under the steering wheel. It needs to be replaced. This can be a dangerous job due the Airbag, so if you do want to try and replace it disconnect the battery negative cable for 15 minutes prior to start of work. The part is about $150.00 You will need special tools.

Changing Sienna 2000 battery

The horn relay is stuck. The fuse box is right by the battery, remove the horn relay (it pulls straight out) and replace. The guide is in the lid. Removing the relay (or the 10A fuse, tool is also in the box) will stop the horn, but the relay's contacts are probably locked.

Sometimes just a little shock will dislodge the contacts that are locked together, but it's probably worth replacing with new.

Horn button on 98 Sienna

I just took a look into my steering wheel horn set up.
It is defective design. Only one of the two contact plates are connected. The ground from the spiral cable is not used for the horn. I can fix the first part, but the latter part will need a consult with Toyota service dept or HQ. If you have the same problem, let Toyota and nhtsa.dot.gov know about the problem. I've read a lot of fixes that didn't work. The normal suspects on the horn are: relay, horn (use the alarm to check or by pass the relay), spiral cable, contact plate, but my new one is that one of the contact plate is not connected and ground from spiral cable is not used for the horn. Just indirect contact from the steering shaft. You need to know haw to remove the air bag to look at that area.
