The HT1000 that I am
You are transmitting with the correct tone on the correct frequency. Either the tone, frequency or both are incorrect on receive. Try pressing the squelch button while they are transmitting. If you can hear them, your tone is incorrect. Either way, you likely need to take it to a two way radio dealer who can program that radio. Call first, it is an older radio, not every shop can program it.

IF you have a Ham Radio acquaintance he or she
may know someone in 'the business' and perhaps
they may introduce you?
Another possibility is you placing a AD in
Craigslist (in you area) using almost the same words you used here.

need the best "... Of course most other mfg are not far behind! HARRIS IS one *other* choice the feds and military LOVE to use... but they are

Motorola "XPR7550" with 2 chargers and 2 spare batteries! I CAN'T find
anyone who will program it to ham radio frequencies and YIKES... how it kills me to see this awesome radio go to waste!

How do you program an
You'll need radio service software (RSS) and you'll need a radio interface box (RIB) and you'll need 2 programming cables and you'll need a computer. It might have to be a really old computer, such as an IBM AT/XT with -- the kind with a monochrome display and 5.25" floppy drives running MS-DOS -- or possibly a newer PC might work. Alternatively, you'll need about $20 and someone to do the job for you. Just look for an online auction that offers programming services. Most importantly, make sure your FCC license permits you to use the frequencies that you program into your radio.

MTS2000 strange tone? and question about top display.
This radio was programmed to work on a networked radio system. They are called many things, but "no sys" means it does not detect the radio system it was programmed for. Look for a channel that says "dir" or "dirc" or like that. It means direct channel, or radio to radio without the range of the system. The PTT or talk button tone is telling you the radio cannot "connect" to the system.

You do not want to drain the battery completely because doing so runs the risk of making the battery useless and non-fixable. What you need is a unit called a "conditioning charger" which will run the battery down to a low point and then recharge it. A radio service shop is probably the best place to find such a charger.

What does narrow band mean?
From the FCC website:
"
Narrowbanding is an effort to ensure more efficient use of the VHF and UHF spectrum by requiring all VHF and UHF Public Safety and Industrial/Business land mobile radio (LMR) systems to migrate to at least 12.5 kHz efficiency technology by January 1, 2013.

Describe your problem exactly. Is the radio set up for any particular frequency and does it turn on? What is the model of the radio that you have? These radios must be programmed by computer using special Motorola radio software. You need to have a license or be authorized to use it. Need more information to really answer your question.

I need software for motorola
You would need a programming cable as well. This is more likely than not beyond your current level of skill. This software is licensed by Moto, complex and not easy to get over the web. I suggest that first you sit down and make an outline of exactly what frequencies you want to transmit on if you are licensed and what to scan etc and go to a radio shop. It will be worth the money.
