Highly unlikely you can fix it. An overvoltage like that at the least fried the power transformer inside. If on the off chance nothing leaked through to the circuit board while the transformer was literally melting down (the windings) inside, if you could get the part and swap it, maybe it would work again.

The risk of that is another failure even at the right voltage because it is more likely the protective circuits were also fried, along with most of the logic chips and other things.

I assume there was a bang and some smoke or at least a good amount of acrid smoke. That usually is a sign of 'toast'. Very likely it would be cost ineffective to repair.

All depends on how young you are and just how good your hearing is. If you have hearing issues or are aged and have a high frequency rolloff (normal for age) there is no point in paying megabucks for what you cannot hear. Just be pragmatic and get a cartridge that sounds good to you and is gentle with your records because it has high compliance and tracks at low tracking forces. Shure M91ED is a great cartridge and still available if you get lucky.

Both of the devices have optical connections, by getting a lead between the two you should hear the high quality sound from the unit. Make certain the optical connection is switched on and assigned to the Onkyo.
Only a record player requires a pre-amp. If it the amp doesn't have a dedicated socket for it.

I have look at the manual of the AVRX -1300 and it does have a pre-amp out socket. Which can be connected to an external amp. I don't know if that is what you require, but you can download the manual free from the net by putting the name and words "user manual" into Google to see the PDF of it.
You could also inquire with Denon if you have doubts about it doing the job.
