Its the transmission. Try to find a used appliance store in your town. Most save used parts and you should be able to pick up a used tranny for around 100 bucks.
This issue usually occurs due to kinked drain pipe, clogged
drain filter or drain pump. First make sure that the drain is not clogged and
remove clogs if present. If no visible lint is present then remove the lower
front access panel to check the drain filter and drain pump for any clogs,
you'll need to clean the drain filter and drain pump completely. Hope this

If the lid switch is faulty, or incorrectly adjusted, the drive motor is prevented from running. You do not say whether your repair man replaced the switch or the mechanism, but draining and spinning will only happen when the lid switch is engaged.
Under the lid there should be a small hole with a push down flap and that should be the automatic stop, which can either be a bad switch under the top of the machine or could be a broken trip/ prong on the lid that pushes this button when the lid is dropped. When the machine reaches it's spin cycle time leave it turned on and raise the lid push down on this flap with something careful to keep hands out of the washers tub and see if it works then!
Clutch needs to be replaced that is why it is not spinning out. There is a clear rubber hose that goes from the fill valve on the top left of the machine down towards the bottom of the tub on the right side under the cabinet. Check and see if that hose has a hole in it of possibly came loose on either end.
Could be a loose basket nut, or on the bottom tub support there are a few springs that help locate the tub. One of the springs could have come off or broke.
I bet your problem is in the timer control. There is a piece of cardboard that can be easily removed. You can then see metal extension rods with contacts attached. Yours is a 2 speed motor. Does it spin in 2 different speeds. If so, then it most likely is designed with only to agitate in 1 speed. If it only spins in one speed, then your motor is defective
I expect you will need to dismantle first and examine each part as it is removed and make a list.
Your description indicates at least a main bearing problem but with what seems to be such a complete failure there is certain to be "failure-related damage" to consider.
