you can't, you will have to take the power cable and take the end off of the plug in and connect to pc with itunes on it and reflash, or take to get software reloaded

No problem, try to charge it again. Now make sure you are using a good cable and a good charger. After you plugged the charger in, the screen should come on after a few minutes, to show a red (empty) battery logo.
Then after it is charged (could take a few hors) it is supposed to work normal.

There are several possible reasons;

Is the cable in good condition? If it is somehow damaged / broken, replace it and try it again.

Does the USB port work? Test it with another device

Does iTunes work with other devices? If not, reinstall iTunes and try it again.

Does the iPod charge? If not, cable and / or port @ iPod might be broken: solution depends on problem.
