Experiment with the timer.
Hook up the lights and timer. And read resource link below.
Put the trippers on the dial. Put red at 6pm and black at 6am.
Then manually rotate the dial two revolutions.
Turn the override knob to different setting, and then manually rotate the dial two revolutions.
Watch what the lights do as you rotate timer dial.
Then rotate dial two revolutions until current time lines up with stationary arrowhead located on inner dial.
The clock motor located inside timer rotates the dial, and trippers move small switch that turns lights on-and-off.

You can buy trippers, but problem is the timer clock motor has gone bad.
Clock modules are not sold separately.

Maybe easiest to buy cheap plug-in timer, set power pack override to ON, then plug power pack into cheap timer.

There are a number of things that can cause problem.
The wire going to power packs is very difficult to damage.
That wire cannot be cut easily with a shovel, and you can pull on it trying to un-bury old line, and it won't break.
If you suspect wire is the problem, it's more likely the power pack.

The clock motor has gotten weak, and is overheating and will stop working.
Buy cheap plug-in timer, set power pack to override, then plug power pack into cheap timer.

You did not say if these power packs are new or if they stopped working.
The humming sound says transformer is working, but terminals have to test 12Volts DC.
If power packs are older and were left plugged in when bulbs were not working, then power packs can go bad.
There are no replacement parts for power packs except trippers.

-I think your outdoor plug is connected to GFI plug in bathroom or kitchen >>> check reset on GFI.
-Next, plug your hair dryer into same outdoor plug to see if plug has electricity >>> electrical plugs outside wear out quicker, and get loose wires.
-Move timer cord to the other plug
-I don't know if a bit of WD 40 would help or not .... couldn't hurt to spry some on the pins at this point ...UNPLUG timer because WD is very flammable...
-Tips from manual mention checking for burned out bulbs ... I've seen that mentioned other places and don't know if bulb problems shorten life of low-volt transformer inside the box.
-I worked with timers for years, and never seen replacement clocks or transformers for Malibu-type timers
-Timers located outside get damp and dirty ... these things cause small gears inside timers to oxidize and clog so they don't work after a while ... again, a bit of WD-40 might help

Tips copied from manual:
• Make sure power pack is plugged in. Is outlet working?
• Turn manual ON/OFF switch to "ON" or rotate dial so "ON" tripper passes time line indicator.
• Is lamp burned out? Use another lamp to test.
NOTE: This lighting system is designed to last many years under normal conditions. However, lamps eventually burn out and operating with one lamp out can shorten the life of the others. IT IS IMPORTANT TO REPLACE BURNED OUT LAMPS PROMPTLY.
Conditions beyond your control such as abnormally high household voltage due to poor utility voltage regulation will also affect lamp life.

The timer has 1 year warranty.
