It sounds like you have a corrupted Video Driver. Safe Mode uses defaulted video drivers that are in the operating system and are not specific to your video driver.

Boot into Safe Mode, go into Device Manager and UNINSTALL the video card from the PC (this is removing the info about the video card - DO NOT REMOVE the actual card from the PC).

Go to Control Panel and uninstall any video drivers or programs that are associated with your video card. There are two video card options for your Dell - an ATI and an Intel. If you see any ATI programs, go ahead and uninstall them as they may be corrupted as well.

Reboot the computer normally and it should boot correctly but with a very poor looking display. Go to the dell web site and download the drivers and install them. This step will likely require a reboot.

If you are using Windows XP then you may have the /safeboot set in the boot.ini file which will force XP to always boot into Safe Mode.
When the system has started, click on Start then Run and type MSCONFIG as the command to run.
Open the Boot.ini page tab and make sure that the /SAFEBOOT option is not selected in the Boot options section of the page.
Save the change and restart Windows and it should start normally.

First you need to find out where the humming sound is coming from. More than likely it is your power supply, the CPU Fan or the Hard Drive. Once you know where the sound is coming from then you can find a fix for it. Open the case and power on the computer so you can see and hear where the humming is coming from.

It will probably work with the 64 bit drivers for vista or 7.
There is no files for server 2008.

Sounds like your on Google Chrome, this has started popping up since the last update and only on secure webpages at random, try running Windows Update and make sure it's up to date, it check the root certificates which should come with the windows updates.

ok 960 SFF is not the same as MT or the big case MOBO.
SFF has its own mobo (motherboards)
it has 11x2 row non ATX spec, power . not yours as it has 12x2 some SFF have 2 diffr. mobo
and a dell custom PSU for just this mobo and its odd duck jack. (called PICO plug)
why not buy a new PSU? that matches this PC?
even the SFF PSU case is not ATX spec.

Go into device manager. Uninstall audio driver.

Restart computer.

This will reinstall the default driver. Try again.

If it doesn't work, go to Dell website to find specific driver for your computer (using the service tag) and install that.

Desktops PCs usually have a 'jumper' on the motherboard, inside of the PC, that resets the BIOS, removing the password but also changing some settings to their defaults. It takes some 'know how' but you can google it to help you locate it.

CD/DVD reader/wroters are 'generic' parts, so any that the right size (5 1/4" or 'slim-line') with the right connector (IDE or SATA) should work OK. If in doubt, just buy from Dell (at their rip-off 'spare part' prices)

Alternative you can set a 'permenant' boot order in the BIOS (press F2 during power-up, as I recall)
