If the door lock is engaging, then there could be a few things causing the problem. These things are as follows:
1) The water valve is bad - you can check this by seeing if when you turn the machine on if power, 115vac is being applied to it. If so the valve is bad, if not read forward.
2) There is a part called the pressure switch, it controls the amount of water that flows into the machine. Its connected to the drum by a 1/4" tubing. You'll need to check to make sure that nothing is obstructing the tube.
3) Take the bottom of the machine off, called the kick plate. Inside there is a tech sheet with diagnostic walk through's that will carry you the rest of the way

There are two control boards (parts 3 and 6) shown here: . Make sure to look at the Control Panel diagram. Part 3 is . Part 6 is . With these part numbers, you should be able to find them online. They will be listed as Whirlpool or Whirlpool OEM parts.

If you add a comment with the problem that led you to have a technician look at the washer, I will confirm which board is which. I suspect part 6 is the B board but I'm not certain of that.

IF you take the panel off the is below the door, there is a drain plug and you should take it out. YOU will get lots of WATER. Be ready. Clean this out and try again. The issue is most likely the water solenoid valve is bad or the board that controls it is bad. You can also find the tech sheet when you look for the drain. It has all the tests that you can run.

F28 means your washer is locked and not unlocking. To unlock your washer take off the bottom access panel by removing the 3 bottom screws. Reach up near the latching assembly & attached to the door latch is a little plastic pull lever. Pull down on this lever and open the door. Unplug your washer for 60 seconds and plug your washer back in. If the error re-occurs you need to replace your door lock.

It is possible that the machine does not start off the cycle because there are errors due to feedback from the inputs. For the program to start up the main program controller must initiate the INLET/MOTOR/DRAIN pump/ valve to open up and allow each function to be driven starting from the flow of water into the drum as also the drain valve to open to exit the water at the point of the program cycle. If this does not happen then the voltage at the valve/motor/pump must be checked or the fault relates to no voltage from the controller. This means the controller is a suspect.

If the water flows though the inlet then the flow pressure should be good, if not the inlet valve is bad or there is dirt in the filter. Also check the flow at the inlet of the water line. Once the water comes into the system the WATER LEVEL SENSOR - normally a pressure switch- must activate at the preset/chosen level to give the signal to the program controller to switch on the motor. What is most important for the motor to start functioning is that the door switch must be ON when the door is shut or this will be an error for starting the motor for rinse and wash.

Allow the washer to start a cycle and have the dispenser drawer ajar and observe through which dispenser the water goes.
Does the first stream go through the pre-wash dispencer,secondly notice where the main stream goes and lastly where the softener would go. If this can help you in any way just put use the dispencers as fits the washing.
