You have measures the cable coming in , go from the center conductor to the braided ground sheath, I really think the problem is with the cable not the TV.

Does, or did the TV make clicking noises like it wants to turn on, but can't quite make it? If so, your problem is probably caused by faulty underrated capacitors used by Samsung. It is a reasonably easy fix for someone with a soldering iron. I'm no electronics tech-head - but I found it easy to do. It took about an hour including dissassembly and reassembly. There are numerous you-tube videos on how to go about the repairs. https://www.youtube.com/results?search_query=samsung+tv+capacitor+replacement

The parts only cost a couple of dollars at your local electronics shop. The videos will tell you what ratings of capacitors to get.
Cheers, Ross.

Here is a place that I buy parts from: It is pretty inexpensive. Note though that with a big screen television, the service people come to your home and then you get charged for a service trip fee. So if you want to save money on this, take the set to them! You should know that those sets have to be transported verticle or the screen will break. http://www.shopjimmy.com/catalogsearch/result/?q=LN40B610+

A lot of flat panel tv's have crapo capacitors from China, and they interfere with 'ready' circuits. Replace main capacitors on ps area, TV should come on.
