I'm not sure if your camera requires special procedure to export files or maybe dedicated video player. To try if are files using any standard codec. Make copy of your MPEGTEMP.009 file. Rename copy to "test.mpg" try to play that file .you may want to download free vlc player.it plays almost everything.

Make sure that battery is fully charged. If possible, use a different battery. Press and hold the power button for 30 secs without the battery. Put in the battery then turn on the camera. If still wont turn on, you need to bring the camera to repair tech and have the mainboard checked. Here's a link where you can locate a service center near you.

Consider NOT connecting your camera to your computer.

The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program.

you can find a driver with pinnacle 10 cd or u can directly connect the camera with firewire cable and capture in windows movie maker

I was just looking in the Sanyo CG6 Users Manual for you about how to watch your videos on your TV.

I noticed on page 136 there is a TV Systems Setting, to choose between NTSC (american TV) and PAL (Asian or European TV). Perhaps it is set to PAL while you are in North America, or vice versa?

Otherwise, you seem to be on the right track; when the miniplug is in the camera and the yellow, white & red leads go to the TV, the camera should by using your tv instead of its little screen.

The CG6 manual states how to find the change language option in the menus on page 135. Even though you can't read the characters, the position on the menus should be the same.

After the USB cord is connected, a menu will popup on the camera. The camera needs to be told you want to transfer files with the usb rather than use the camera as a webcam for example.

Selecting USB Connection / Card Reader on the camera should allow you to access your files on the camera.

You could try removing the memory card from the camera and using an external usb card reader on it.

When the Sanyo CG6 is plugged into the computer, and the popup menus on the camera are directed to USB Card Reader Mode, you should not require any drivers for Windows or MacOS.

From your description, it appears that the camera may have received an accidental blow, or else there is some foreign matter (sand or suchlike) in the lens mechanism. Either way, you are probably looking at professional repairs, which will be expensive, possibly prohibitively so. It may be more financially viable to replace your equipment.
If you can show accidental damage has occurred, then you may be able to claim on your household insurance.
