It is possible the blades are running in reverse. If the motor is running and the blades are turning without putting paper in, check the position of the switch. The motor should not turn on automatically when repositioning the switch. Reposition the switch so the light is on, but the motor does not run. Then try to put in paper. I hope this helps.

It may be that the sensors are dirty - use a cotton bud dipped in rubbing alcohol to clean the sensor light(s) and heads

I just had mine apart yesterday to clean the paper sensor and remove some paper that fed the wrong way. First unplug the unit. Tools needed Philips screw driver and needle nose. Remove the paper bin and put the shredder on its back then remove 4 screws that hold the base cabinet to the top.Once you have the top off put the top upside down on the floor / table. There are 6 screws that hold the top together. Be careful of the wires for the bin full and bin in place sensors that connect between the bottom and top half's. You can gently lift the bottom up and swing it away to access the cutters. From here you should be able to clean most of the paper. The cutter assembly isn't screwed in but has some wires that will have to be removed if you need to remove the cutter assembly. Also there is lots of grease on the cutter assembly so be careful of where you touch.

You may have to take it apart to clear it by hand...remove the bin, remove th screws from underneath inside the cabinet and take the cutting head off the cabinet. Turn it over and remove the screws, turn it bak over and take the top off to see the insides.

I used alcohol on a q-tip to clean the sensor. I completely dissasembled my unit only to find it was unnecessary. The senosors are in the middle of the slot above the metal roller bars. There is a small 1/16" photo sendor on either side of the slot in the middle. they look like small holes in a square area. (Royal 15mx)

On the reviews for this shredder some people mentioned the same thing. Just got mine home, and sure enough, sounds like jars clanking together.
Plugged it in, and started feeding paper into it, and it works just fine. I wouldn't worry about the clanking. BTW makes me smile every time I feed paper in. It is so quiet. My last one sounded like a mack truck, this has a mild hum and a slight bit of clanking.
