It is possible you have a battery or charging problem. Transmitting takes more energy than any other function of the radio. Pressing the PTT can quickly reveal a bad or poorly charged battery pack. Check your charger, clean all battery contacts on the charger and radio with a pencil eraser and try charging again. Also, you can try changing a battery out of a known good unit and see if the problem moves with the battery.

One radio is possibly bad, but the only way to tell is to get a third working radio in the mix and do some troubleshooting.

Only plug the headset in with the radio turned off, and be certain to use a headset designed for the radio. On the SX model radios the VOX or iVOX feature is automatically set to the last sensitivity setting when you plug in an audio device. Remove the battery and reinsert it to reset the radio. Also, check to see if any buttons are depressed or stuck. If these are not the cause, you might have a bad radio. (Sorry)

Note: The problem you are describing may not be simply programming. The radio problem may be non-reversible. You might also try a new battery, or switch the battery from the other unit for a test, just to see if the battery is bad.

It requires the radio programming program. You must take it to a dealer. It will cost a bit to be reprogrammed, call in advance.

Entering Front Panel Feature and Button
Configuration Mode
If your radio is turned ON, turn it OFF. Press and hold the side
programmable button 1, and turn your radio ON. A tone is
heard, indicating that your radio is in Feature and Button
Configuration Mode. The indicator illuminates and the
"BCKLIGHT" is displayed on the radio LCD screen.

Whenever the radio is turn on, it initiates a self-test routine which checks the RAM, EEPROM
hardware and EEPROM checksum. If Self Test passes, the green LED flashes once and a Self-Test
Pass Tone is generated. If unsuccessful, the red LED flashes rapidly and a Self-Test Fail Tone is
heard

You may need the programing software to do the reset the manual does not give you any info on resetting the radio

Check your Private Line (aka interference eliminator code, tone code, PL, quiet call). It sounds like you have one radio set with a PL setting and the other one is open squelch (no private line). All settings for frequency and PL code need to be the same between the two radios.
