Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. A black and white picture suggests you are trying to use a composite video input but the TV may be NTSC format while your game is PAL, or the other way round. Use a game with the correct format or use the separate RED, GREEN & BLUE inputs (may require a different type of lead).

There are 2-3 z sustain boards at the bottom of the tv. reseat the ribbon cables first and ten if it does not change replace the board.

Does it turn the TV on and OFF? If yes, is it only some of the buttons that won't work or all of them? You said the batteries are good, but are the contacts on the remote where the batteries are seated clean and not showing signs of corrosion?
If it is a touchpad issue, open up the remote and inspect the rubber oad and the circuit board for foreign deposit. If so, use alcohol and clean and dry with a soft cloth or Q tip.

Changing the setting s to english only makes all the set up words in english. There is no way you can change the program audio to another language.

Check in the menu of the set to see if you inadvertently have set the screen size to a "zoom" mode. There are some sets that have fill & stretch features to make the 4:3 picture full screen and these can cause cutoff of the normal wide screen format when on those channels.
