I don't have repair for defective transformer.
The transformer puts power on the wire. Buy multimeter and check voltage across the terminals.
If wires are loose, or bulbs are not connected to wire, or bulbs burned out, or if wattage of bulbs is mis-matched with transformer wattage, then lights might not work as expected.

Question posted under Intermatic/Malibu power pack.
Timer clock modules are not sold separately for this timer.
Some people report being able to take the clock module apart, cleaning gears and re-lube with Vaseline. Mark parts carefully so re-assembly is easy.
Power packs have 1-5 year warranty.
Another work around is to buy cheap plug-in timer, set power pack to override, and then plug power pack into cheap timer.

The trippers are pushed all the way down.
Red tripper pushes a tiny switch that turns lights ON.
Later when dial rotates around, the black tripper pushes the switch other direction, and lights go OFF.

Trippers can wear down and need to be replaced.
There are no repair parts for power packs, but link above can save you money by helping power pack last longer.

To set ML series power pack that has analog dial, place trippers on dial at times you want timer to turn on-off. Dial has hours showing with dark background for nighttime. To set current time, rotate dial clockwise two revolutions and then line up current time with arrowhead located on inner dial. Manual override switch is round knob located upper left of dial.

Question does not give enough information.

1) If timer worked correctly before and then stopped working, then open link above for full troubleshoot help, including 5-year warranty information

2) If you cannot figure out how to program new timer, then read manual, and re-post question about any part of manual that is confusing. Expert might be able to help after receiving clear description of timer or model number and what you have done so far to fix problem.

3) If you need a manual, add model number for possible link to manual.

4) If you cannot find override switch, it is located above and to left of timer dial. Rotate switch to operate override.

5) If bulbs are burned out, then unplug power pack so it won't burn out, and then replace bulbs.
Match total wattage of bulbs to power pack wattage. Replace burned out bulbs as soon as they burn out so power pack will last many years.

I read that in the manual and asked same question.
The power pack is not a fire hazard, but the bulbs might be.
All the years I worked around these things when I painted houses, I never saw fire or scorching or melted plastic from the power pack.
When the power pack stops working they just stop >>> they don't go out in a blaze.

But the bulbs are loose and they GET hot and might scorch a carpet or ignite newspaper.
The wiring terminals are open ... and maybe a young child could stick a tongue on the terminals and get hurt.
Also the wiring is just a long loose cord that's supposed to be buried so nobody trips on it.

My research on Malibu turned up some information that might save you money.
-Match up wattage of bulbs with wattage of power pack
-15 each X 20 watt bulbs = 300 watts, so install 300Watt power pack
-Installing a 500W power pack on 300W of bulbs will burn out bulbs and power pack.
-Replace bulbs as soon as they burn out or other bulbs will burn out and power pack will burn out
-When working on bulbs, unplug power pack or it may burn out

Sounds like a stupid answer, but make sure the timer wheel is rotated to the correct time. Also, make sure the on/off trip pins are set to the correct times. It is common for the time to be off if you ever lose power.

Check the circuit breaker. Try to cycle it manually by turning either the timer wheel or the rotating the small timer pin. If you don't hear a hum and get no output, it is probably dead. You might be able to fix it, but they are not that expensive, so I wouldn't bother. In fact, I have two used ones I would like to sell because they are overkill now that I have put in a lot of LED lights.
