The most likely cause for this is a damaged or defective flexible ribbon cable that connects the LCD to the camera body and can be repaired fairly inexpensively. However, it's not a user serviceable problem and will need to be repaired by a qualified service technician.

Rolling video screen

Is this rolling only in the viewfinder? or is it also on the tape? I suspect it is in the viewfinder only. If so, there are a couple of surface mounted capacitors that are out of spec and need to be changed. Parts cost less than $5.

LCD screen continues rolling

There is connecting ribbon wire between LCD board and main camera board, this ribbon wire is cracked and needs to be replaced.
