I would try resetting to factory default.
If this does not work most likely the issue is hardware.

Android reboots continually

Did you recently flash it to another firmware/rom? Possibly a hacked one?

One thing you can do is reset it to factory and see if that fixes it. Another is to flash it with a rom meant for it.

Toshiba continues to reboot

The motherboard is faulty - there is nothing you can do to fix it. You could take it to a Toshiba service centre to get a quote, but it is likely to be nearly as expensive as a new one... sorry :(

System continuously reboots after initial format and copying of the files.

If there is jumper setting in your second harddrive set it to slave drive. And the first boot drive to primary. If these doesn't help your installer disk have a problem.

Leave a comment if this doesn't help.

Windows XP hangs up and never continue opening...

Go to Windows Explorer Right click C:\ go to properties / Tools / click Error check new box pops up tick small box to fix errors and reboot. On reboot windows will scan disk and fix any errors in system files then restart.
If windows restarts OK problem solved If not
Boot from windows CD and after all drivers loaded windows will ask what you want t do 0Install Repair etc" press the R key for repair and follow instructions from there
Warning until window finishes installing do NOT press any keys when it reboots

Roll back phone software

The phone is in a continuous because it is trying to connect to the NBX. You need to make sure it is on the same network as the NBX. Also, within the NBX you need to make sure Auto-Discovery is enabled. You also need to check how many group 2 licenses you have, as this phone requires one to run on the NBX.
