Should first have some one look at the shift in the engine compartment while some one runs it from the control box. If no movement, would be the cable.

Then undo the bottom drain plug and see if the oil is full of metal shavings. Yikes

Last see if the shifter going to the lower is actually moving when you shift.

My boat motor starts fine. But it will not move in forward or reverse. What do I look for?

Greatly depends on the make/ model of the motor, is it an outboard, Inboard, etc.

Hydraulic going low only, not lifting up in my bayliner boat

If this is an inboard/outboard you have 2 relays for the outdrive. One is for UP and the other is for Down. If this is an outboard you may only have 1 relay.

You need to work with what is there to diagnose the problem. The down relay is working. It has a wire that goes to the pump on the transom. The UP relay also has a wire that goes to the pump. Disconnect the working wire from the Down relay and put the wire from the UP relay (to the pump on the transom) in its place.
Switch up/down wires if this is an outboard.

This will make the Down relay work the pump in the opposite direction. If the pump itself does not work both ways the pump is bad. If the outdrive now goes UP the pump is good.

Most likely the UP relay is bad. But there is a Tickler wire on each relay to make the Relays work. Check for Voltage at the Tickler wire-when you press the Trim button for UP position. If you have power at the Tickler the Relay is bad if it does not respond.

Make sure you get the proper replacement part. Most Relays are Negative ground. But boats can use Isolated relays which do not ground through the case.
This second type of Relay may have the same number of terminals but internally it is different.

I also have a Bayliner with the OMC King Cobra in it and had to work on my relays too.
